TEXAS OFF ROAD CHAMPIONSHIP SERIES (referred to as TORCS hereinafter) rules and/or regulations set forth herein are designed to establish minimum acceptable requirements and to provide for the orderly conduct of racing events. Effective January 1, 2006 these rules and regulations will govern all TORCS events. All TORCS members willingly participating in these events are deemed to have complied with these rules and/or regulations. No express or implied warranty of safety shall result from publication of, or compliance with these rules and/or regulations. These rules and/or regulations are in no way a guarantee against injury or death to participants, spectators, or any other person or persons. They are intended as a guide for the conduct of the sport only.
GENERAL RULES
1:Off road racing is a hazardous
sport, and with participation being voluntary,
no entrant, pit crew member or vehicle sponsor
shall have any claim for damages, expenses,
lawsuits or otherwise against promoter, track
operator, TORCS, its officers, agents
or directors arising from damage to any vehicle,
personal injury or death, or monetary loss
of any kind whatsoever. Entrants, pit crew
members or vehicle sponsors who voluntarily
participate in any racing activities conducted
under these rules, waive any claim they may
have against promoter, track operator, TORCS,
its officers, agents or directors.
2:The promoter or track operator
may run any type of approved TORCS, event.
3:The director shall have
the authority to penalize, disqualify and/or
suspend any entrant or crewmember for the
violation of these rules including special
rulings.
4:TORCS, may issue special
rulings to account for conditions presented
by the location of the race, the condition
of the course or any other circumstance.
5:Supplementary regulations
may be issued for each event as necessary
to amend, suspend or modify existing rules
and regulations.
6:TORCS, assumes no responsibility
whatsoever for delays, postponements and/or
cancellations of all or part of an event because
of inclement weather, unsafe course conditions
and/or any other reason.
7:TORCS,. members are not
employees of TORCS, TORCS, members
assume all responsibility for all charges,
premiums and taxes payable on any funds they
may receive as a result of their participation
in any TORCS sponsored event(s).
8:TORCS reserves the
right to refuse and/or deny any entry application.
9:Minibike riders must be
on a big wheel 85cc or larger bike and have permission previous to a race from MS, LLC to be eligible to ride in the Big Bike Classes.
10:Displacement modifications
are legal by boring and stroking a motor to
increase displacement within the displacement
guidelines per class. Boring down to decrease
displacement is strictly prohibited.
11:No rider is permitted
to carry gasoline except for within the machine's
fuel tank.
12:Safety equipment and machine
eligibility are the sole responsibility of
the rider.

ABSOLUTELY NO PIT
RIDING ALLOWED AT ANY EVENT
14:Practicing with the Wrong Group. Riding practice on your race bike or any other bike with the incorrect group is grounds for penalties.
ENTRANTS
1: Any entrant who
fails to fully fill out and sign required
entry forms and releases shall be disqualified
and shall forfeit any prize money, points
and contingencies won in that particular event.
Entry forms and releases must be signed prior to entering the race course for practice and races.
2: No entrant may enter
racing areas until they have signed all releases
and/or entry forms. Riders must be entered in a race and sign all releases and/or entry forms before practicing the course. Any rider that enters the racing area without signing all releases and/or entry forms will be suspended indefinitely. No person shall sign the
release or entry forms for anyone other than
himself or herself. Proper identification
may be required (i.e., picture ID).
3: The entry applications
of persons under the age of 18 must have a
parent or legal guardian sign the release
form.
4: Any entrant who competes
on a vehicle that he/she is not registered
to ride or permits such action, shall forfeit
any and all prize money, points and contingencies
won in that particular event. Such action
may result in vehicle disqualification.
EVENT COURSE
1: A marked course
is that official route designated by and marked
with official MS, LLC. markings. All vehicles
must follow this route during the event. No
vehicle may deviate from the marked course
at any time. Short coursing is not permitted and
will result in disciplinary action up to and including
disqualification. A Pro racer found guilty of short coursing will forfeit any winnings from the race in which the infraction occurred. Short coursing
is defined as any deviation from the marked
course resulting in either a time or position
advantage. Riders will not shorten the track in any way such as cutting out obstacles on the track (respective scoring chute, jumps, ditches, creek crossing, etc.) or by taking TRICK LINES (on inside of course markers). Turning inside a course marker will constitute cutting the track. Course markers are indicated with Arrows, Marking tape, Caution tape, White/Black “X” Danger Marking. Riders are required to go between the markers in sections of a track that are marked on both sides of the trail. (Example: If left of track is an arrow and right of track is a ribbon, rider must go between the two markers, all track markings are used to define course). In a straight section marked only by a single ribbon or arrow, riders must not travel more than 15 feet to either side of the track marking. If a rider leaves the boundaries of the course, they must reenter the course at the same point they left it. If a rider encounters a bottleneck, alternative lines are permissible providing they do not shorten the track and are no more than 25 feet outside the main line. If a rider is not able to complete a section marked HARD, the rider must leave the track and return to the beginning of the alternate.
MS, LLC. is not responsible for
markings that are damaged or removed. All
vehicles must proceed only in the correct
direction of the course route or trail. Riding
backwards on the race course at any time is
prohibited. Riding backwards on the course
is grounds for penalties of up to and including
disqualification.
2: Course may include trails,
footpaths, roads, hills, motocross tracks,
or any type of terrain which can be negotiated
by a bike or ATV. The
course will be open to inspection on Friday
at 5:00 p.m. Participants
are permitted to walk or bicycle the course
only. Markers may include any device
placed along the trail to help guide riders,
including: ribbons, signs, stakes, hay bales,
etc. If the original marking devices
are knocked down, the rider must stay on the
original marked course. Cutting the course
is grounds for penalties of up to and including
disqualification.
PROTESTS
1: The director, with or without protest, has the right to penalize, fine, disqualify, and/or suspend any vehicle or entrant for violation of any MS, LLC. rules. Another entrant within the same event may make technical protests as the entrant being protested. A two hundred-dollar ($200) cash fee must accompany protests for each item protested. The protest must be in writing along with the fee and be delivered to the director no later than 30 minutes after event results are posted. The decision of the director will be final.
2: Any entrant who has an official protest lodged against his/her race vehicle must submit to an inspection of the protested items. Failure to submit to inspection will result in automatic disqualification and/or suspension. Those attending the inspection(s) will be as follows:
A. The protester or their designated representative.
B. The protested competitor or their designated representative.
C. MS, LLC. officials.
3: A complaint filed for improper riding or conduct requires a $50 cash fee. The complaint must be filed in writing with the director no later than 30 minutes after event results posted. A complaint may be verbally filed with any radio equipped MS, LLC. official if entrant filing the complaint is broken down on the track. The official will notify the director of the protest.
RULE INFRACTIONS/PENALTIES
1: The following
legend of infraction penalties is a guideline
used by MS, LLC. in accessing penalties.
These guidelines are not meant to infer that
these are the only possible infractions or
penalties that may be assessed against any
entrant participating in a MS, LLC. sponsored
event.
A. Race
vehicle traveling on the racecourse in the
reverse direction of
the race, at any time:
Disqualification.
B.
Pit support vehicles traveling on the racecourse
at any time: Disqualification.
C.
Abusive conduct toward a race official: Disqualification,
suspension, one hundred
dollar ($100) fine or any combination of the
three.
D.
Refueling anywhere other than in designated pit area. Disqualification..
E.
Giving a false statement to a race official: Disqualification,
suspension, one hundred
dollar ($100) fine or any combination of the
three.
F. Short
coursing:penalties of up to and including disqualification
RIDERS
1: Only entrants
that are listed on official MS, LLC. entry
form may ride the vehicle for which they are
registered. No entrant may ride any vehicle
for which they are not registered.
2: MS, LLC. reserves the
right to change race vehicle numbers and/or
background colors.
3: The rider must sign all
entry forms and releases in person during
the registration period to be eligible for
points, contingencies,purse etc. during that
event. Identification may be required.
PITS
Pit
Riding
1. ATVs, mules, pit bikes, etc. are allowed for traveling from spot to spot for spectating and for transportation from camp to camp.
However, Zero Tolerance policy exists for misuse or endangering people or property. Action will be taken for
those who do not pit ride responsibly. Any person caught acting inappropriately, that means, speeding through the pits, doing donuts or wheelies in the pits, crossing the track dangerously, out of camp, or after curfew, the number that is displayed on the pit vehicle will be the one that receives the punishment.
2. ALL pit vehicles must have the rider number displayed on the front
or rear of the vehicle.
3. NO personal cars or trucks are allowed anywhere outside the camping
area.
4. All spectators, racers and family members must stay clear of the
marked race course during all practice
and race events. It is not the responsibility of the rider that is racing
on the track to yield to spectators, the
spectator MUST yield to the racers on the race
course.
5. Maximum speed in the pits is 10mph or 1st gear, whichever is slower.
6. Children should never be allowed to ride from camp to camp unsupervised.
Curfew rule: 9:00pm all motorized vehicles are to be parked.
No one is allowed to be on the race course unless you are racing.
1: At all times the rider
assumes responsibility for the actions of
their pit crew members, support crews, and
all others associated with their organization.
All pitting must be done in the designated
pit area. Any pitting outside the designated pit area
will be subject to a penalty to be determined
by MS LLC. Pit crew members
are not allowed on the course. No rider is
allowed to carry gasoline except inside his
machines gasoline tank. No vehicle
shall be towed, pushed, pulled or transported
by any non-race-entered vehicle on the official
course while an event is still in progress.
Another race entered vehicle or an official
MS, LLC. vehicle may push, pull or tow the
race-entered vehicle up to the nearest pit
stop or checkpoint. Only the vehicle occupant
at the time of the breakdown may push the
vehicle through the finish line. No other
person or persons will be permitted to assist
in pushing, pulling or towing the vehicle.
MS, LLC. officials may assist the vehicle
occupants if it is deemed necessary for the
protection of the entrants.
2: Any pit support vehicle
running on or near the racecourse will result
in the entrant being disqualified. Any pit
vehicle running backwards on the racecourse
will cause race vehicle to be disqualified.
3: All pits must have the
equivalent of a UL approved 20-lb. ABC fire
extinguisher at all times; the extinguisher(s)
must be manned during all pit stops.
4: All young children and
pets must be kept out of the pit area.. Pets
must be kept on a leash. All campfires must
be kept out of immediate pit area. Campfires
may not be permitted due to federal and state
regulations.
5: All entrants are responsible
for cleaning the pit areas they use during
the event.
6: Any Pit crew members
disregarding these rules will subject their
rider to disqualification.
TECHNICAL INSPECTION
1: It is the entrants,
riders, owners, and sponsors
full responsibility to meet all MS, LLC.
rules and regulations.
2: Entrants must make all
reasonable effort to arrive at staging a minimum
of 15 minutes prior to start of race.
3: MS, LLC. reserves the
right to subject any vehicle to a mechanical
inspection at the discretion of the technical
inspector. In the event of a mechanical inspection,
the rider will be responsible for removing
or preparing the requested items to be inspected
as directed. Failure to comply will result
in disqualification of entrant and vehicle,
and may result in suspension from future MS, LLC.
sponsored events.
COMPETITION
The regulations herein apply to all classes unless otherwise noted in supplementary or specific class regulations. Modifications or optional equipment is not permitted unless the class requirements or safety regulations specifically state that it will be permitted. MS, LLC. intent when prescribing specifications for safety equipment for vehicles that will compete under MS, LLC. rules is to provide reasonable protection to all entrants, pit crews, officials and spectators. MS, LLC. encourages all entrants to give full attention to safety requirements. Entrants must wear an approved helmet, protective clothing, eye protection and safety equipment when operating a vehicle on the race course at any time.
SAFETY EQUIPMENT
1: Helmets
- Helmets must be of the type approved by
the Snell Memorial Foundation (1990 or 1995),
with a Snell sticker attached. Straps must
have D-ring fasteners only. No snaps or Velcro
will be permitted. The interior and exterior
areas of the helmet must be free of defects
(i.e., the padding must be in good condition
and the exterior of the helmet must not be
damaged). TORCS requires that
entrants use helmets specifically designed
for racing.
2: Protective clothing - Protective
clothing accessories are required.
3: Eye protection - Shatter
resistant eye protection is required for all
motorcycle/quad entrants competing in a TORCS event.
RACE VEHICLE NUMBERS
All vehicles in competition must be identified with the correct class vehicle numbers and be displayed in the proper locations as prescribed herein. Note: MS, LLC. assumes no responsibility for scoring vehicles with unrecognizable numbers. It is the vehicle riders responsibility for keeping numbers recognizable.
All vehicles in competition must have identification numbers in the following locations and sizes:
Minimum 6 inches high with 1/2-inch-wide stroke on each side of vehicle.
Minimum 6 inches high located on the front of vehicle and plainly visible from the front of the vehicle
DISQUALIFICATION
1: Drinking intoxicating
beverages in designated pits, on the racecourse
or in the surrounding areas by any person
is strictly forbidden. The use of narcotics,
(amphetamines or any other stimulants, barbiturates
or other depressants) is forbidden. Any entrant
or crewmember in an event that shows evidence
whatsoever of being under the influence of
any of aforementioned shall be subject to
suspensions from all future MS, LLC. sponsored
events. Violator must leave the premises immediately
at the direction of the RACE DIRECTOR.
2: Any entrant who makes
a false statement on a contingency form. entry
form, release and waiver liability form, or gate sign in sheet shall be disqualified and shall forfeit
all prize money, points and all contingencies
won in the race. Entrant may also be suspended
from future events for a period of one year.
3: Any entry application
containing a falsified signature will cause
entrant to be disqualified and shall forfeit
all prize money, points and contingencies
won in that event. Entrant may also be suspended
from future events for a period of one year.
4: Any entrant disqualified
from any event for any reason whatsoever forfeits
any and all rights to prize money, points
and contingencies. Entrant will not be entitled
to a refund of all or any portion of his/her
entry fee.
5: Any entrant, respective
pit crews or support crews seen or reported
traveling on the course in other than race-registered
vehicles participating in the event before
the end of the official race time limit may
subject entrant to penalties of disqualification
and/or suspension. There is no outside
assistance permitted on the course or near
the course during the event except for those
MS, LLC. designated areas for pits and/or
gas stops. MS, LLC. . retains the
right to assess each situation and respond
accordingly. (Situations involving safety
are at the discretion of the race director.)
In the event that a vehicle breaks
down on the course the following options are
approved by MS, LLC. .. Any deviation from
these options may result in entrant being
disqualified.
A) Rider who is with vehicle at time of breakdown
may walk to and from the nearest official
MS, LLC. designated pit stop only, in order
to retrieve equipment or parts necessary to
repair vehicle. Anyone other than the vehicle
occupant that deliver equipment or parts will
subject that vehicle to disqualification.
B) Another race entered vehicle may pick up
equipment or parts (GAS NOT ALLOWED) at the
MS, LLC. designated pit stop and then deliver
that equipment or parts to broken down vehicle.
The race vehicle picking up the equipment
or parts must travel in the proper direction
on the course. Traveling backwards on the
course will subject both entrants to disqualification.
Any pit support vehicle or other than race
entered vehicles delivering parts to a broken
down vehicle will subject entrant to disqualification.
6: Any race entrant or their
support personnel who subject any MS, LLC.
official, other race entrants or their support
personnel to verbal threats and/or physical
abuse will be brought before the director.
The director will make the decision of disqualification
and/or suspension of the rider and the offending
support personnel for said offenses. Acts
of physical abuse may be reported to the proper
authorities and may lead to legal action.
7: Deliberate vehicle contact
shall be reason for penalty, disqualification
and/or suspension at the discretion of the
director.

TO TRANSFER TO A HIGHER ABILITY CLASSIFICATION, THAT RACER WILL BE NOTIFIED AND
IS EXPECTED TO ADHERE TO SUCH DECISION. RIDERS WHO ARE
TRANSFERED BY MS LLC.WILL CARRY 50% OF THEIR EARNED
POINTS.
RIDERS IN THE B, C, & D CLASSES
THAT MOVE THEMSELVES TO THE NEXT ABILITY LEVEL WITHIN THE FIRST TWO RACES
WILL CARRY 80% OF THEIR EARNED POINTS.
SANDBAGGERS WILL BE DISQUALIFIED WITHOUT A REFUND. MS LLC
WILL HAVE THE FINAL DECISION ON ALL RIDER CLASSIFICATION
MATTERS.
